This case presents risk management issues surrounding port security. Seaport security provides an excellent example of uncertain risk, as it is difficult to objectively estimate risks with confidence. This case was developed for a workshop prepared for the Nova Scotia Department of Economic and Rural Development and Tourism.

H1N1 is an excellent case as it is a potentially serious risk that includes: inconclusive science; an aspect of learn (and adapt)-as-you-go; intense media coverage; dynamic public opinion; interest groups; and multi-jurisdictional governance. Hydraulic fracturing (fracking), a controversial means of extracting natural gas from shale rock, has received a great deal of media attention in recent years. It promises to provide abundant access to energy for the next century, yet many fear the impact theĀ fracking process has on the environment. This case study is intended for a wide audience and is designed to stimulate thought and discussion on public engagement when science is inconclusive and the well-being of future generations is weighed against present need.
